Use to improve an existing OSHA program policy for the current company (identified from /organization/me/identity.json) by closing compliance gaps. You research the company yourself, read applicable 29 CFR clauses from the /organization filesystem (no cortex_search), then WRITE the improved document and changelog yourself (not via the broker LLM), delivered as PDF (+ markdown).
