CRP Assemble Figures

Assembles the baseline and current Scope 1 and 2 figures, category and top-source breakdowns, and reduction scenario behind an organisation's Carbon Reduction Plan report. Reads the commitment, emissions reports and identity already in the organisation's memory, runs the bundled assemble_figures.py, and writes crp-data.json for downstream rendering. Reports against targets the organisation has already set; never sets them.
