CRP Contextualise Initiatives

Groups the initiatives a prior step already selected for a Carbon Reduction Plan against whatever registry assessments the organisation has on file, running contextualise.py -- reading crp-initiatives.json and writing crp-initiatives-contextualised.json for downstream rendering. An initiative can move into alreadyUnderway when the organisation's own assessment says it already has that capability, or be promoted above the deterministic order when it closes a named assessment gap; it can never be added. One bounded model call reads the assessment's own words and the fixed candidate list and decides only those two things, discarding its whole response if it names a measure or a clause it was not given. With no assessment present, or an unreadable one, the output is the input list unchanged and meta.assessmentUsed is false -- this is normal, not a failure. The assessment schema has no abatement field, and the model is instructed never to state or imply magnitude; any number an organisation wrote into its own free-text assessment answers must still never be repeated in the rendered report.
