Fuels Electricity Extract

Parses a client's arbitrary fuels-and-electricity activity workbook into bills conforming to the fuels-and-electricity-bills schema. A row missing a required field (siteId, type, billingDate, periodStart, periodEnd, quantityType, unit, totalValue) is parked for human triage rather than defaulted; a fuel type or unit outside the closed vocabulary is parked with candidate suggestions rather than coerced; a date cell that does not name a full day ("2025", "Mar-25") is parked rather than completed into one; optional fields (spendAmount, spendCurrency, billingIdentifier) are omitted when the source doesn't have them, never guessed. Each bill's site is resolved from the row's own Site column against a caller-supplied site name to site id mapping, so one workbook can carry bills for several sites; a row naming a site that cannot be matched is parked, never attributed to a default site.
