Organisation Identity Write

Use when a resource-action or due-diligence run must resolve one saved organisation record via Ploutonion organization-identity and write cortex identity.json beside that record. Reads the record from resource.json on the cortex mount (given --resource-id) or from get_resource, routes identify vs resolve per marketplace identityRequestFromPartner rules, writes {collection_root}/{partnerId}/identity.json, and best-effort enriches the record's own resolvedName / companyNumber (fill-only). No cortex_search; never invents firmographics.
