PQQ Draft

Use to answer every question in the PQQ question schedule from the evidence index only — one answer file per question under /workspace/local/pqq/answers/, each answered (with citations to documents or profile fields) or gap (asked of the user in batched INFORM questions). User-confirmed reusable answers merge into the organisation's PQQ answer bank (organization/me/pqq-profile.json) so the next questionnaire starts pre-filled. Never invents certificate numbers, insurance limits, expiry dates, accreditations, figures, or referees — a flagged gap is correct, an invented answer is a defect.
