PQQ Evidence

Use to inventory the evidence available for answering a PQQ — vault document sources attached to the workspace (read-only under /workspace/local/sources) plus the organisation profile (organization/me/identity.json and the pqq-profile.json answer bank) — into /workspace/local/pqq/evidence-index.json, classifying each document (insurance, policy, accreditation, accounts, …) and extracting issuer, numbers, amounts, and expiry dates. Expired evidence is flagged, never cited as current. If no document source is attached, the skill stops and tells the user how to attach one.
