PQQ Intake

Use to locate a pre-qualification questionnaire (PQQ) in uploads or a connected integration and extract every section and question into the question schedule at /workspace/local/pqq/questionnaire.json, recording the answer format and evidence each question demands. Extraction is exhaustive and verbatim — a PQQ is scored on completeness. No answering happens at intake.
