Use to assemble the drafted PQQ answers into the submission-ready response at /workspace/work/outputs/pqq-response-.md (plus PDF on request), with a supporting-documents enclosure list and an outstanding-gaps annex, and present it for sign-off with an AUTHORIZE approve_document envelope. Completeness-gated (every schedule question needs an answer file) and assembly-only — answer substance is fixed in pqq-draft, never patched in the output. Until approved it is a DRAFT.
