Build identity.json from resource.json via Talos when missing.

Use when identity.json is missing under /organization/local/suppliers/{id}. Read resource.json (name, resolvedName, address.countryCode, website), call Talos qb.talos_resolve (fallback qb.talos_identify) the same way partner identity build does, and write identity.json stamped with the supplier id. No cortex_search.
